数字经济创新发展中的技术道德问题——基于经济学视角的分析

Technical Ethics Issues in the Innovative Development of Digital Economy——An Analysis from the Economic Perspective

技术道德问题是数字经济创新发展中亟待关注的重大问题。文章基于经济学视角探究了技术道德问题在数字经济创新发展中的表现与影响以及国际上的应对策略。研究发现,技术道德问题普遍存在于并深刻影响着数字经济活动的各个环节;目前国际上可供中国参考的解决方案主要有两种:"亲创新"的美国模式和"重立法"的欧盟模式。文章的政策建议是:应加强对技术道德问题的理论研究,加快推进技术道德问题治理的顶层设计和协同联动机制,并注重在全社会营造"科技向善"的文化氛围。

Technical ethics issues need urgent attention in the process of the innovative development of digital economy.Based on the economic perspective,this paper explores technical ethics issues’performance and influence in the innovative development of digital economy,and international countermeasures.The research finds that technical ethics issues universally exist and deeply affect the various links of digital economy activities;at present,there are mainly two international solutions worth referencing for China:the American model(pro-innovation)and the European model(pro-legislation).The policy implication of this paper is to strengthen the theoretical research on technical ethics issues,accelerate the top-level design and collaborative linkage mechanism for the governance of technical ethics issues,and create a cultural atmosphere of"tech for social good"in the whole society.
