Research on the Path of Building a New Development Pattern

新发展格局是习近平新时代中国特色社会主义思想和中国特色社会主义政治经济学的最新成果。新发展格局的理念已经形成,但实践中新发展格局的构建需要一个转变的过程。国民经济转向内循环为主需要需求侧和供给侧同时发力,本文基于马克思社会再生产和分工理论,提出转向新发展格局的三大路径。一是需求侧的推动,培育完整的内需体系,在突出消费环节基础性作用的同时指出分配和流通环节对消费需求具有支撑和市场实现作用,从而构成内需体系。二是供给侧的推动,产业链和创新链要深度融合,建立自主可控的现代产业体系,围绕产业链部署创新链,推动科技创新和产业创新的融合。三是外循环转向,实施创新导向的开放发展战略,重组产业链国际布局。

The new development pattern is the latest achievement of Xi Jin-ping’s new socialist ideology and China’s socialist political economics with China’s characteristics.The concept of new development pattern has been formed,but the construction of the new development pattern in practice needs a process of transformation.Based on Marx’s theory of social reproduction and division of labor,this paper puts forward three paths to transfer to the new development pattern.The first path is demand-side promotion,cultivating a complete domestic demand system,highlighting the basic role of consumption links,and pointing out that the distribution and circulation links have a supporting and market realization role for consumption demand.The second path is supply-side promotion.The industrial chain and the innovation chain should be deeply integrated to establish an independent and controllable modern industrial system.The innovation chain should be deployed around the industrial chain to promote the integration of scientific and technological innovation and industrial innovation.The third path is the external circulation turn,implementing the innovation oriented open development strategy,and reorganizing the international layout of the industrial chain.
