Comprehensive Application of Economic Development, System Reform and Distribution Measures to Promote Common Prosperity

依据历史唯物主义社会发展规律,按照党和国家关于共同富裕的战略方针,本文首先阐明共同富裕是中国特色社会主义制度与现代化的本质要求,是中国共产党的初心和人民的期盼,其中包含多维多重物质和精神富裕内容,需要按阶段分步骤有差别可测度地逐步推进。其次,立足于改革开放至今建立的更加扎实的基础,本文指出中国新时代推动共同富裕的重点是高质量均衡发展,关键是加快农村经济发展、提高农村居民收入,因为正是城乡二元制度下农村居民收入过低,导致城乡差别过大与分配格局由"金字塔型"转变为"葫芦型",从而减缓"橄榄型"形成及共同富裕进程;同时应当既鼓励勤劳致富,又继续发展民营经济,以增加居民财产收入;综合运用城乡公平发展、城乡二元制度改革、三次分配制度,其中应重点发挥初次分配的激励和公平功能,加快乡村经济振兴与城镇化,努力消除城乡二元差别,实现共同富裕的标志性进展。

According to the law of social development of dialectical materialism and the strategic guidelines of the Party and government on common prosperity,the paper firstly expounds that common prosperity is the essential requirement of the Socialism with Chinese characteristics and modernization,and the original intention of the Communist Party of China and the expectation of the people.It contains multi-dimensional and multiple material and spiritual wealth,which needs to be promoted step by step,with differences and measurability.Secondly,based on the more solid foundation established since the reform and opening up,the paper points out that the key of promoting common prosperity in China’s new era is high-quality and balanced development,accelerating the development of rural economy and improving the income of rural residents.Because it is the low income of rural residents under the dual system that leads to the excessive difference in income levels between urban and rural areas and the transformation of distribution pattern from“pyramid”to“gourd”,so as to slow down the formation of“olive”distribution pattern and the process of common prosperity.At the same time,the government should not only encourage hard work to get rich,but also continue to develop the private economy and increase residents’property income;through comprehensive application of urban-rural equitable development,dual system reform and the third distribution system,with the focus on improving the primary distribution system and developing rural economy and urbanization,and strive to eliminate the urban-rural dual difference to make the landmark progress in achieving common prosperity.
