中长期规划是中国共产党治国理政的重要方式。中长期规划作为最具中国特色的宏观经济治理制度安排,是党和国家领导人治国理政总体思路和发展理念的充分体现,是对国民经济治理能力和治理水平的最好考验和检验。在七十年的规划实践中,逐渐形成了中国特色的规划观,建立健全了中国特色的中长期发展规划制度。发展战略、发展规划、年度计划"三者互动",中长期规划的科学化、规范化、民主化和法治化,是这一制度的显著特征。加强党中央集中统一领导、建立贯彻新发展理念的目标治理机制、健全统一规划体系,是以国家发展规划为导向、完善宏观经济治理"中国经验"的核心要义,并成为破解"两大奇迹"的钥匙。

Medium-and long-term planning is an important way for the Communist Party of China to govern the country.Medium-and long-term planning,as the macroeconomic management system with the most distinct Chinese characteristics,fully embodies the general idea and development concept of the Party and state leaders in governing the country,and the best test of the Party’s ability of national economy management and governance capability.The system features the interaction among the development strategy,development plan and annual plan;and is also characterized by its scientific,standardized,democratic and law-based nature.To strengthen the centralized and unified leadership of the CPC Central Committee,establish a governance mechanism based on the new development vision,and improve the unified planning system,are the essential requirement of"China experience"in improving macroeconomic governance guided by national development plans,and the"key"to the understanding of the"Two Wonders".
