The Political and Economic Analysis of Party Leadership on Economic Work

党领导一切是中国共产党成立一百年来所确立的重大政治原则。在理论上认识和阐明党的领导与依法治国的关系,党的领导与国家治理体系的关系,党的领导与经济工作的关系,党的领导与政府、市场的关系等问题,是中国特色社会主义政治经济学的重大课题。马克思主义关于阶级、政党、国家与法律的理论,以及政治与经济对立统一关系的理论是社会主义国家实行党的集中统一以及全方位领导的基本依据,也是党领导经济工作的基本理论依据。新民主主义革命时期党领导经济工作的主要目的是支援战争、为新民主主义政权奠定物质基础;在探索中国特色社会主义实践中,党的领导能确保法律的制定与实施,弥补法律滞后性和盲区,建立强有力的政府,使之有效行使国家经济主权和金融主权,从而成功改造中国的社会经济结构和国民经济结构;在政府治理难以企及的社会化和组织化程度低的领域中,党的领导担负着组织群众以及改革经济社会体制的使命。党的领导还是有效市场与有为政府成功联系起来的决定性因素。因此,党领导经济工作不仅是中国特色社会主义政治经济学的重要理论范畴,也是当代中国文明发展的基本模式。

Upholding the Party leadership on economic work is an important political principle established by our party in long-term practice of revolution,construction and reform.In the great practice of socialism with Chinese characteristics,summarizing the relationship between Party leadership and rule of law,the relationship between Party leadership and the national governance system,the relationship between Party leadership and economic work,and the relationship between Party leadership and the government and the market are the objective requirement for building and developing the political economy of socialism with Chinese characteristics.The conclusions drawn in the paper are as follows:Supporting the war and building a solid foundation for the new democratic regime are the main goals of Party leadership on economic work during the New Democratic Revolution period;Party leadership ensures the formulation and implementation of the law to make up for the lag and blind spots of the law.The party’s style of work is based on the rule of virtue;Party leadership enabled New China to establish a strong government,thereby effectively exercising its national and economic sovereignty.The prestige of the government at all levels in New China comes from the purpose of the party and the exemplary and leading role of party members.As for some areas in which a socialization and organization are at low levels,Party leadership can improve their level of socialization and organization,and adapt them to socialist modernization;Correctly handling the relationship among Party leadership,the role of the government and the market is an important research object of socialist political economy with Chinese characteristics,and it is also the key to break out of the shackles of Western economic thought.
