地方政府竞争、产业集聚与区域绿色发展效率——基于空间关联与溢出视角的分析

Local Government Competition, Industrial Agglomeration and Regional Green Development Efficiency——Analysis Based on Spatial Correlation and Spillover Perspective

地方政府竞争和产业集聚作为影响区域绿色发展的重要因素,厘清三者之间的相互作用关系对于实现地方经济高质量发展有重要的现实意义。本文从考虑地区经济增长和减排效应入手,采用全要素非径向方向距离函数和SBM-DEA模型测算2005-2018年中国285个地级市的绿色发展效率,从空间视角考察了地方政府竞争、产业集聚对区域绿色发展效率的空间溢出效应。研究结果发现:地方绿色发展效率具有较强的空间自相关性,且呈现空间集聚的特征;地方政府竞争抑制了绿色发展效率的提升,产业集聚起到促进作用,而两者的交互作用有利于提高绿色发展效率;时空异质性分析表明不同地理位置和城市规模下,地方政府竞争和产业集聚对绿色发展效率的作用效果存在差异性。因此,应当进一步完善地方政府考核体系,强化产业集聚的影响作用,加强对企业技术创新的投入比例,以推动实现地方经济高质量发展。

Local government competition and industrial agglomeration are important factors affecting regional green development.Clarifying the interaction between the three has important practical significance for achieving high-quality local economic development.This article starts from considering the effects of regional economic growth and emission reduction,using the all-factor non-radial distance function and the SBM-DEA model to measure the green development efficiency of 285 prefecture-level cities in China from 2005 to 2018,and examines local government competition from a spatial perspective.1.The spatial spillover effect of industrial agglomeration on the efficiency of regional green development.The results of the study found that the efficiency of local green development has strong spatial autocorrelation and presents the characteristics of spatial agglomeration;local government competition inhibits the improvement of green development efficiency,and industrial agglomeration plays a role in promoting,and the interaction between the two is beneficial Improve the efficiency of green development;the analysis of temporal and spatial heterogeneity shows that the effects of local government competition and industrial agglomeration on the efficiency of green development are different under different geographical locations and city sizes.Therefore,it is necessary to further improve the local government evaluation system,strengthen the influence of industrial agglomeration,and increase the proportion of investment in enterprise technological innovation to promote the realization of high-quality local economic development.
