地方政府行为选择与区域创新绩效:基于主导和竞争的双重视角

Local Government Behavior Choice and Regional Innovation Performance:Based on the Dual Perspective of Dominance and Competition

从地方政府行为选择视角出发,分析了地方政府主导和竞争影响区域创新绩效的制度背景与理论机制,统计中国2002-2018年省级面板数据,评测区域创新绩效,检验地方政府主导和竞争双重行为选择对区域创新绩效的影响及其异质性。研究发现:考察期内中国地方政府主导和竞争均显著提升了区域创新绩效,但二者相互间存在挤出效应,即地方政府主导会降低地方政府竞争对区域创新绩效影响的边际贡献,同样地方政府竞争也会降低地方政府主导对区域创新绩效影响的边际贡献。此外,地方政府主导和竞争对区域创新绩效的影响存在显著的区域异质性,东部地区政府竞争行为更有利于提升区域创新绩效,而中西部地区区域创新绩效的提升更多依靠政府主导作用。

From the perspective of local government behavior choice,this paper analyzes the institutional background and theoretical mechanism of local government dominance and competition affecting regional innovation performance.The provincial panel data of China from 2002 to 2018 were collected to evaluate regional innovation performance and test the influence and heterogeneity of local government dominant and competitive behavior choices on regional innovation performance.The results show that,during the study period,local government dominance and competition significantly improve regional innovation performance,but there is crowding out effect between them.In other words,local government dominance will reduce the marginal contribution of local government competition to regional innovation performance,and local government competition will also reduce the marginal contribution of local government dominance to regional innovation performance.In addition,the influence of local government dominance and competition on regional innovation performance has significant regional heterogeneity.The government competition behavior in the eastern region is more conducive to improving regional innovation performance,while the improvement of regional innovation performance in the central and western regions relies more on the government’s dominance role.
