环境规制对长江经济带高质量发展的影响研究

Impact of Environmental Regulation on High Quality Development of Yangtze River Economic Belt

长江经济带是实现区域经济协调和高质量发展的重要抓手。利用2004-2018年长江经济带108个地级及以上城市面板数据,从动力转换、结构升级、成果共享、生态保护4个维度构建长江经济带多维度多层次的高质量发展综合评价指标体系。进一步对环境规制影响长江经济带高质量发展的内在逻辑进行理论阐释,构建中介效应模型探索环境规制与高质量发展的关系及作用机制。研究结果表明:环境规制在推动长江经济带高质量发展过程中具有明显的助推作用。从区域异质性看,成渝城市群地区与长江三角洲城市群环境规制对高质量发展具有显著正向促进效应,但长江中游城市群环境规制并未发挥对高质量发展的助推作用。从不同城市规模划分看,大城市与中等城市环境规制有利于高质量发展,且这种助推作用在城市规模方面具有显著的边际递增效应。但小城市环境规制对高质量发展具有抑制效应。技术创新、产业结构优化以及全要素生产率增长是环境规制推动长江经济带实现高质量发展的重要路径,推动发展动力转换、经济结构优化升级以及发展方式转型。

The Yangtze River economic belt is an important way to realize regional economic coordination and high-quality development.Based on the panel data of 108 cities at prefecture level and above in the Yangtze River economic belt from 2004 to 2018,a multi-dimensional and multi-level comprehensive evaluation index system for high-quality development of the Yangtze River economic belt is constructed from the four dimensions of power conversion,structural upgrading,achievement sharing and ecological protection.Furthermore,the internal logic of environmental regulation affecting the high-quality development of the Yangtze River economic belt is theoretically explained,and the intermediary effect model is constructed to explore the relationship and mechanism between environmental regulation and high-quality development.The results show that:(1)environmental regulation can promote the high-quality development of the Yangtze River economic belt.(2)From the perspective of regional heterogeneity,the environmental regulation of Chengdu Chongqing urban agglomeration and Yangtze River Delta urban agglomeration has a significant positive effect on high-quality development,but the environmental regulation of urban agglomeration in the middle reaches of the Yangtze River does not play a role in boosting high-quality development.(3)From the perspective of different city size division,the environmental regulation of large cities and medium-sized cities is conducive to high-quality development,and this boosting effect has a significant marginal increasing effect on the city size.However,environmental regulation in small cities has a restraining effect on high-quality development.(4)Technological innovation,industrial structure optimization and total factor productivity growth are important paths for environmental regulation to boost the high-quality development,and promote the transformation of development power,optimization and upgrading of economic structure and transformation of development mode.
