互联网经济对国民经济核算基本分类的影响

Impact of Internet Economy on Basic Classification of National Accounting

互联网经济的发展已经从根本上触及了国民经济核算的基础理论。本文由国民经济核算基本分类入手,从国民经济核算的主体分类与客体分类两方面系统地研究互联网经济和由互联网经济衍生的其他新型经济模式对机构部门分类、行业部门分类、经济活动分类及国民经济其他行业分类等方面的影响。研究认为:为准确刻画互联网革命背景下国民经济的运行情况,应细化机构部门分类,引入"互联网企业部门";拓宽国民经济行业分类体系,添加"电子商务服务业";完善经济流量交易的划分,将"内容与媒体产品交易"纳入其中等。互联网经济衍生出的分享经济、平台经济等新型经济模式方兴未艾,故国民经济各基本分类应做出不同程度的扩展与修订,以应对互联网经济对传统国民经济核算带来的重要挑战。

Internet economy has fundamentally touched on the basic theory of national accounting.This paper starts with the basic classification of the national accounting,the author discussed the impact of Internet economy and other new economic models derived from the Internet economy on the basic classification of national accounting such as classification of institutional departments,industry department classification,classification of economic activities and the other classification of national economy from two perspectives of the subject classification and object classification of the national economic accounting.Study shows that in order to accurately depict the operation of the national economy in the background of the Internet revolution,we should refine the classification of institutional departments,introduce the"Internet business sector",expand the industry classification system of the national economy,add the e-commerce service industry,improve the division of transactions in economic traffic,incorporate content and media product transactions into it.The new economic mode of sharing economy,platform economy and so on derived from the Internet economy is in the ascendant.The basic classification of the national economy should be extended and revised in different degrees in order to face the impact challenge brought by the Internet economy to the traditional national accounting.
