典型发达国家数字乡村发展模式总结与比较分析

A Review and Comparative Analysis of Digital Village Development Models in Leading Developed Countries

数字乡村建设是数字中国建设的重要内容。文章总结与比较分析了四个典型发达国家数字乡村发展模式:美国多元共进矩阵型发展模式、日本政策导向与信息技术支撑的联动型发展模式、英国双向协同的秩序化发展模式、法国互联网企业+政府+信息技术推动的多元组团发展模式。与发达国家相比,我国数字乡村建设还处于起步阶段。在此基础上,文章提出了以农户为核心,政府和互联网为农户数字赋能,电商平台、企业、高校、贷款机构、网络运营商等多方辅助的立体化数字乡村发展模式,并从政府引导总体设计、数字基础设施建设、数字技术应用以及法律制定四个方面探索我国数字乡村的发展模式。

Digital village construction is a crucial part of digital China.The paper summarizes and comparatively analyzes four typical digital village development models in developed countries:the multiple co-progression matrix development model in United States,the policy-oriented and information technology-supported linked development model in Japan,the orderly development model of two-way cooperation in United Kingdom and the internet,information technology plus multi-group development model in France.Compared with the developed countries,the digital village construction is still in the beginning stage in China.On this basis,this paper proposes a three-faceted digital village development model with farmers as the core,the government and the internet provide farmers with digital empowerment,e-commerce platforms,enterprises,universities,lending institutions,network operators as auxiliary items.Then the paper explores the development model of digital village in rural China in four areas:government-guided overall design,digital infrastructure construction,digital technology application,and law making.
