提升山东数字经济竞争主动权的对策

Research on the Countermeasures to Enhance the Initiative of Shandong Digital Economy Competition

本文从总结中国制造业融入国际产业链的经验教训出发,分析当前数字经济以及建立在数字经济基础上的数字贸易发展的基本态势,使用SWOT分析方法,对提升山东数字经济竞争主动权的对策进行研究。本文认为,山东数字经济提升对外竞争合作主动权的优势主要包括政策优势、规模优势、文化优势和基础优势,但同时面临技术创新能力不足、数字服务创新能力不足、数字贸易人才不足等一系列问题。在全球经济数字化转型加速发展、山东不断出台措施优化发展环境等机遇面前,山东应当加快制定出适合中国国情和特殊优势的数字经济支持政策,探索数字经济发展的中国道路。建议主要采取以下措施:规划建设数字自贸区,强化数字经济发展的载体优势;启动数字经济“出海”支持行动;积极构建“以我为主”的跨国数字经济产业链;等等。

Based on the experience and lessons of China's manufacturing industry into the international industrial chain,this paper analyzes the basic situation of digital economy and the development of digital trade on the basis of digital economy,studies the countermeasures to improve the competitive initiative of the SWOT analysis method of Shandong digital economy.This article argues that Shandong digital economy improve foreign competition cooperation initiative advantage mainly includes policy advantage,scale advantage,cultural advantage and basic advantage,but also face insufficient technology innovation ability,digital service innovation ability,digital talent shortage and a series of problems,accelerate the digital transformation in the global economy,Shandong measures to optimize the development environment of opportunities,Shandong should speed up to develop suitable for China's national conditions and special advantages of digital economy support policy,explore the digital economy development in China.It is suggested to take the following measures:plan and build digital free trade zone,strengthen the carrier advantage of digital economy development;start the“overseas support”of digital economy,and actively build the“transnational digital economy”industrial chain.
