“新型城镇化”与“乡村振兴”场景下新基建对产业转型的启示

The Enlightenment of New Infrastructure to Industrial Transformation Under the Background of New Urbanization and Rural Revitalization

加快新型基础设施建设作为"十四五"重要工作任务之一,在多个中央重要会议中被提及。其中,新基建在城乡规划建设管理领域可能涉及哪些关键应用,对我国产业转型发展会产生怎样影响是关注的重点问题。文章首先从技术视角重新审视新基建的概念,指出新基建需要根植于本代际突破性技术,天然具备极强的对传统产业的改造能力,新基建可以是新建造的,也可以是基于原有设施改造的,其与传统基建是互补关系;再基于"新型城镇化"与"乡村振兴"两个重要应用场景,从城乡数字鸿沟、新消费与安全健康新需求三个方面梳理我国当前发展面临的机遇与挑战,并针对已有一定应用基础的新技术讨论了新基建在公共教育、卫生医疗、智慧城市、无接触经济、养老产业等领域带来的变革性影响;最后给出了推进新基建落地的几点建议。

As one of the important tasks of the 14th Five-Year Plan,accelerating the construction of new infrastructure has been proposed in many important meetings of the CPC Central Committee and the State Council.Among them,what kinds of key applications may be involved in the new infrastructure in the fields of urban and rural planning,construction and management,and how it will affect the development of China’s industrial transformation are the key issues of concern.This paper re-examines the concept of new infrastructure from the perspective of technology,and points out that new infrastructure needs to be rooted in the transformative technology of this generation,which naturally has a strong ability to innovate traditional industries.The new infrastructure which is complementary with traditional one,can be new or based on the original facilities.Then,based on the two important application scenarios of"New urbanization"and"Rural revitalization",the paper combs the opportunities and challenges of China’s development from three aspects of urban-rural digital divide,new consumption and new demand for safety and health.In view of the new technology with a certain application basis,the paper further discusses the impact of the new infrastructure in public education,health care,smart city,contactless economy,pension industry and so on.Finally,some suggestions are given to promote the implementation of new infrastructure.
