县域政府购买农村公共文化服务绩效的空间差异——以湖北省咸宁市咸安区为例 被引量:17

Spatial Difference Analysis of Performance of County Government Purchasing Rural Public Cultural Service:A Case Study of Xian’an District in Xianning City of Hubei Province

摘要 基于购买主体、承接主体、服务对象三位一体理念和"投入—过程—产出—结果"逻辑框架,构建县域政府购买农村公共文化服务绩效评价指标体系,以湖北省咸宁市咸安区的9个乡镇为研究区,对政府购买农村公共文化服务绩效进行评估。结果显示:①政府购买农村公共文化服务整体绩效有待提升,受文化资源条件、地方经济基础、政府宏观措施等因素影响,区域内绩效水平差距显著,呈现"西高东低"的空间分布特征,中西部乡镇绩效水平普遍优于东南部乡镇。②政府购买农村公共文化服务薄弱环节主要体现在购买主体资金投入有限且保障机制不健全,服务监管力度以及信息公开程度不够;承接组织社会知晓度低且公信力不强,供给质量有限;作为服务对象的农村群众参与意识不强,满意度有待提升。基于研究结果提出提高购买绩效并关注弥合空间差异的政策建议。 Based on the trinity concept of purchasing subject,undertaking subject and service object as well as the logical framework of"input-process-output-result",this study builds a performance evaluation index system for county government purchasing rural public cultural service.Taking Xian’an district in Xianning city of Hubei Province as the study area,this study further employs this performance evaluation index system to evaluate the performance of the government purchasing rural public cultural service.The results show that:1)It is an urgent need to improve the overall performance of the government purchasing rural public cultural service.Besides,resulting from cultural resources,local economy and government regulation measures,there is a significant spatial heterogeneity of the government investment performance in the study area.The purchasing performance of western towns in the study area is specifically better than that in the southeast.2)The undesirable performance of the government purchasing rural public cultural service is mainly due to limited investment,the weak security mechanism,the lack of service supervision,information disclosure,the low degree of social awareness,the low credibility of the organization,the limited supply quality and the weak participation of rural people,etc.This study further proposes policy recommendations to improve purchasing performance and eliminate spatial differences of purchasing performance.
