重金属污染治理试点地区农户对耕地休耕政策的满意度及其影响因素

Satisfaction of Farmers upon the Fallow Policy of Cultivated Land and Its Influencing Factors in the Pilot Area of Heavy Metal Pollution Governance

耕地休耕政策研究对于推进长株潭地区重金属污染治理及实现农业绿色与可持续发展具有十分重要的意义。文章基于湖南省长沙、株洲、湘潭试点地区三市360户受访农户样本调查数据,分析受访农户对耕地休耕政策的满意度及其影响因素。研究发现:45.9%的受访农户对耕地休耕政策的评价为比较满意和非常满意。亩均水稻纯收入和休耕补偿意愿对受访农户的耕地休耕政策满意度影响显著,且方向为负。即亩均水稻纯收入水平越高和耕地休耕补偿意愿越高,受访农户对耕地休耕政策的满意程度越低。而年龄、非农收入比重、承包耕地面积对耕地休耕政策影响不显著。为了确保耕地休耕政策的顺利实施,保障参与耕地休耕政策的合理权益和收入不受影响,应当采取可行措施,适度提高耕地休耕补偿标准,维持农户参与耕地休耕制度后的收入水平不下降。

The fallow policy of cultivated land is of great significance for promoting the governance of heavy metal pollution in Changsha-Zhuzhou-Xiangtan area of Hunan and realizing agricultural green and sustainable development.Based on the survey data of 360 households in three cities of pilot area:Changsha,Zhuzhou and Xiangtan in Hunan Province,this paper analyzes the satisfaction of the interviewed farmers on the farmland fallow policy and its influencing factors.The study has found that 45.9%surveyed households are satisfied and very satisfied with the fallow policy of cultivated land.The net income of rice per mu and the willingness to compensate for lying fallow have a significant negative impact on the satisfaction of the farmland fallow policy of the interviewed farmers.The higher the net income of rice per mu,the stronger the willingness to compensate for the cultivated land fallow and the lower the satisfaction of the cultivated land fallow policy.Age,the percentage of non-agricultural income and the area of contracted arable land have not significant influence on the fallow policy of cultivated land.In order to ensure the successful implementation of the fallow policy of arable land and guarantee that it don’t affect the reasonable rights and income of the arable land participating in the fallow policy,feasible measures should be taken to appropriately raise the compensation standard for the fallow farmland and maintain the stable income of farmers after participating in the farmland fallow system.
