武汉市“保障性人才住区”周边资源评估与优化

Optimization and Evaluation of the Spatial Resources of Affordable Housing Estates of Skilled Migrants in Wuhan

伴随近年我国城市的转型升级,人才对高质量发展的驱动作用愈加明显,地方的"引才留才"工作愈发重要。为此,文章以武汉为例,量化评估各类"保障性人才住区"所拥有的空间资源。从"人才需求"出发,构建基于多因子的"人才住区空间资源评估模型",同时结合多源稠密数据建立数据库,对武汉人才住区的周边资源状况进行系统评估。研究发现:武汉人才住区的空间资源量由内环向外环逐渐递减,各类空间资源的密度分布存在较大差异。其中,空间资源较高的人才住区集中在三环线以内,较低的则分散分布在外环线附近;与生产通勤相关的空间资源分布均衡,与日常生活相关的空间资源分布较为不均衡,人才偏好的文体休闲资源则较为欠缺。此外,由市场主导建设的空间资源,存在匹配度较低的问题。建议地方政府积极干预,助推实现"保障性人才住区"空间资源的优化配置;新建人才住区应尽量布局在城市的成熟地区;对已有人才住区进行空间资源评估,进行针对性优化。

Along with the transformation and upgrading of cities in China today,talented persons play an important role in achieving a high-quality urbanization,how to attract and retain talent becomes more and more important.Now a number of large cities put efforts to attract skilled migrants to work and settle.Among them,Wuhan has successively implemented a great deal of housing projects to provide skilled migrants affordable housing.It is important to explore the methods to further evaluate the living conditions of the’affordable housing estates of skilled migrants’(AHESK).Based on the above,this paper systematically evaluates the spatial resources of AHESK in Wuhan from the perspective of people-need.Using the database of’big data’we collect lately,it quantitatively examines and evaluates the spatial distribution of AHESK in Wuhan at various types.Our findings are as follows:Firstly,the landscape of the spatial resources of AHESK gradually declines from the central area to the marginal area of Wuhan.Moreover,there are marked inequalities of the spatial resources of different AHESK,and different AHESK may have been equipped with unequal spatial resource.In details,the AHESK with high-score spatial resources are mainly found within the central areas,whilst that of low-score spatial resources are scattering around the peripheral areas of the city.Secondly,we identity the unequal distribution of various types of spatial resources,such as everyday life-related resources and commuting-related resources.In particular,the AHESK of Wuhan are marked by a shortage of culture and recreational resources.Thirdly,comparing to governmentdriven spatial resources,market-driven facilities cannot meet the needs of skilled migrants.In this vein,the local government should actively engage in the’accurate’provision of needed faculties and spatial resources to AHESK,and the efforts of which should be built upon the empirical evaluation of their spatial resources.
