内蒙古中西部地区燃煤电厂环保技术监督现状及展望

Analysis and prospect of environmental protection technology supervision status of coal-fired power plants in Central and Western Inner Mongolia

内蒙古电力技术监督检测中心环保专业通过生产期技术监督、基建期技术监督、并网监督、机组大修监督、专项监督、监督互查、监督考评等方式对内蒙古自治区中西部地区60余家燃煤电厂持续深入开展环保技术监督工作。为了有效缓解内蒙古自治区燃煤电厂在构建新型电力系统的形势下面对的环保压力,以中心已有数据和案例为基础,分析了燃煤电厂在监督管理、环保设施、固体废弃物综合利用等方面的突出问题,对新形势下燃煤电厂环保技术监督的发展方向做出了预判。结果表明,提升环保技术监督质量的关键是监督执行单位要积极牵头搭建在线技术监督平台,燃煤电厂要加强对固定污染源烟气排放连续监测系统(CEMS)运行维护单位的管理,燃煤电厂管理层要加深对技术监督重要性的认识。

The environmental protection major of the Inner Mongolia Electric Power Technology Supervision and Inspection Center has conducted technical supervision during the production period,technical supervision during the infrastructure construction period,grid-connected supervision,overhaul supervision of units,special supervision,mutual supervision and inspection,and supervision and evaluation to more than 60 companies in the central and western regions of the Inner Mongolia Autonomous Region.Coal-fired power plants continue to carry out in-depth environmental protection technical supervision work.In order to effectively alleviate the environmental protection pressure of coal-fired power plants in the Inner Mongolia Autonomous Region under the situation of building a new power system,based on the existing data and cases of environmental protection technology supervision,the analysis of coal-fired power plants′supervision and management,environmental protection facilities,and solid waste integration utilize the outstanding problems in aspects such as utilization were analyzed,and made predictions on the development direction of environmental protection technology supervision of coal-fired power plants under the new situation.The conclusion shows that the three key points to improve the quality of environmental protection technical supervision are:the supervision execution unit should actively take the lead in building an online technical supervision platform,the coal-fired power plant should strengthen the management of the Continuous Emission Monitoning System(CEMS)operation and maintenance unit,and the coal-fired power plant management should deepen the importance of technical supervision.
