创建区域共同富裕的江苏范例

Creating the Jiangsu Model of Common Prosperity

"十三五"以来,江苏同步实现居民收入、劳动者报酬以及人民生活水平的提高,县(市)区经济快速发展,绝对贫困消除。在全面开启建设现代化新征程的新阶段,江苏需围绕现代化阶段共同富裕的目标内涵,聚焦缩小城乡发展差距和区域协调两大主线,创建区域共同富裕的江苏范例。当前,江苏区域共同富裕的主要制约因素有:经济发展富民效应仍待提升,区域经济发展仍存差距,区域协调瓶颈短板依然存在。未来江苏应夯实乡村振兴制度基础,补齐农村基础设施短板,推动城乡产业融合发展提升城乡发展协同度;利用主体功能区建设重塑区域经济地理,推动沿江城市群组团发展,提升南北产业转移力度,构建省域一体化发展新格局。

Since the"13th Five-Year Plan",Jiangsu Province has simultaneously achieved improvement in resident income,workers’remuneration and people’s living standards,the rapid economic development of counties(cities)and districts,the elimination of absolute poverty.In the new stage of fully embarking on the new journey of modernization,Jiangsu needs to focus on the two main lines of both narrowing the gap between urban and rural development and regional coordination around the goal of common prosperity in the modernization stage,and create the Jiangsu Model of Common Prosperity.Currently,the main constraints to the common prosperity of Jiangsu Province are:The effect of economic development on enriching the people still needs to be improved;there are still gaps in regional economic development;the bottleneck of regional coordination still exists.In the future,Jiangsu should consolidate the institutional foundation of rural revitalization,make up for the short slabs of rural infrastructure,promote the integrated development of urban and rural industries,and enhance the synergy of urban and rural development.At the same time,Jiangsu should reshape the regional economic geography by using the construction of main functional areas,promote the cluster development of urban agglomerations along the Yangtze River,and strengthen the north-south industrial transfer to build a new pattern of integrated development at the provincial level.
