摘要 实施长三角一体化国家战略的突破口是推进创新一体化,建设长三角创新型区域。对创新型区域的评价涉及到创新投入、创新产出、创新制度等方面。与国家创新体系一致,区域创新体系涉及相互衔接的知识创新体系、技术创新体系和高新技术产业体系。进入新时代,长三角区域要形成一体化的区域创新体系需要进行制度和组织的创新,包括:区域内形成合作创新的机制,壮大核心区的科创内核,科创中心和其外围有效对接,围绕产业链部署创新链。创新型城市是区域创新极。依托创新型城市辐射的创新成果,带动创新型区域的建设。创新型城市创新的动力来自高水平的研究大学、科技创新平台和各类创新型人才高度集聚。创新型区域尺度范围包含多个创新型城市及其辐射的外围地区。目前的一市三省只是长三角的行政范围,不能接受到科创中心创新要素辐射的区域实际上没有进入长三角经济区域。外围与创新中心对接的核心要素是科技创新成果。创新型城市的创新成果辐射的范围越大,中心地位就越突出。外围要成为创新型区域的一部分,更需要接受中心扩散的高新技术,主要措施包括建设科技创新平台和科技创新园区,建全科技服务体系。其基础性条件包含三点:一是企业真正成为技术创新的主体;二是加强人力资本投入;三是建设创新型政府。 The key to implementing the national strategy of the integration of the Yangtze River Delta is to promote the integration of innovation and build an innovation-oriented region in the Yangtze River Delta.The evaluation of innovation-oriented regions includes innovation output evaluation,innovation input evaluation and innovation institution evaluation.Corresponding to the national innovation system,the regional innovation system involves a knowledge innovation system,a technological innovation system and a modern industrial system that connect and promote one another.To form an integrated regional innovation system in the Yangtze River Delta region,institutional and organizational innovations need to be implemented in accordance with the requirements of the new era,including:the formation of a cooperative innovation mechanism in the region,the expansion of the core of scientific innovation in the core area,the effective connection between the scientific and technological innovation center and its periphery,and the deployment of innovation chains around the industrial chain.As the center of scientific and technological innovation,innovation-oriented cities are the poles of regional innovation.Relying on innovation-oriented cities to radiate innovation achievements to the surrounding areas can drive the construction of innovation-oriented regions.Innovation-oriented cities are characterized by rich and diverse sources of innovation.The driving force for innovation comes from a high concentration of leading research universities and various innovative talents and wide distribution of scientific and technological innovation platforms,as well as closely integrated industry-university-research collaborative innovation.The scope of the innovation-oriented region covers multiple innovation-oriented cities and their radiated peripheral areas.At present,while one city and three provinces are only the administrative scope of the Yangtze River Delta,the regions that cannot receive the radiation of innovation elements of the scientific and technological center have not actually entered the Yangtze River Delta economic region.The core element of the connection between the periphery and the innovation center is the fruits of scientific and technological innovations.As an innovation center,an innovation-oriented city will actively spread technology to the periphery.The larger the scope of radiation is,the more prominent the position as a center is.For the periphery to become part of the innovation-oriented area,it is more necessary to accept high technologies from the center.The main measures include building scientific and technological innovation platforms and parks,and establishing a sound scientific and technological service system.The basic conditions include the following three aspects:First,enterprises truly become the actor of technological innovation;second,human capital investment should be increased;third,it is necessary to build an innovation-oriented government.
