长江三角洲区域风景道一体化建设推进机制研究

A Study of Mechanisms of Promoting the Integrated Construction of Scenic Byways in the Yangtze River Delta

区域风景道建设是长江三角洲一体化和高质量发展战略的重要组成部分,是连"点"成"线"构"网",实现资源大整合、区域大协同、发展大融合、解决客流时空分布不均和打造全域旅游的有效路径。长三角区域各地政府在区域风景道规划设计方面已展开了积极探索,但在一体化构建上还存在诸多不足,如区域风景道研究滞后、风景道交通网络分布不够协调、风景道供给与需求不匹配和品牌线上营销机制有待优化等。为了实现长江三角洲区域风景道一体化建设,需要创建区域政府间合作新机制,构建长江三角洲区域风景道主辅网络体系,制定全国风景道品牌标准,搭建线上线下立体化营销模式与机制。

The construction of regional scenic byways is an important part of the Yangtze River Delta’s integration and high-quality development strategy.It is an effective approach to,by connecting"dots"to"lines"and to a"net",achievingthe large-scale integration of resources,the large-scale coordination of regions,the large-scale integration of development,removing the uneven distribution of passenger flow in time and space,and building tourism among all the regions.All the local governments in the Yangtze River Delta have taken an active part in doing research on planning and design of regional scenic byways,but there are still many deficiencies in the integrated construction,such asthe backward research on regional scenic byways,the unbalanced distribution of the transportation network of scenic byways,a mismatch between the supply and demand of scenic byways,and the need for optimization of online brand marketing mechanisms.In order to fulfil the integrated construction of scenic byways in the Yangtze River Delta,it is necessary to devise a new mechanism for regional intergovernmental cooperation,construct a network system formain and auxiliary scenic byways in the Yangtze River Delta,design a"fishbone"-shaped model of main and auxiliary scenic byways to realize the diversion of tourists,develop national brand standards for scenic byways,and build a three-dimensional online and offline marketing model and mechanism.
