新时代深化公安派出所主防警务机制改革的实践思考——以安徽省基层公安派出所为样本

Practical Reflection on Deepening the Reform of the Main Prevention and Police Service Mechanism in Public Security Police Stations in the New Era——Taking Anhui Provincial Grassroots Public Security Police Station as a Sample

“派出所主防”在公安机关警务机制改革中居于战略性、基础性地位,切实强化主防理念、落实主防责任,提高公安派出所执行力,发挥支撑全警作用,是公安机关指挥顺畅、运行高效的必然要求,也是中国式基层警务现代化的关键所在。基于对基层公安派出所在主防警务机制改革中的实践探索中,发现当前派出所主防警务机制改革还存在工作目标与支撑保障不匹配、协同治理机制与工作现状不匹配、民警思想观念与主防警务理念不匹配等问题,建议从聚焦派出所主责主业,全方位提高基层警务效能;聚焦信息赋能,全链条强化警务支撑保障;聚焦风险隐患,全过程化解社会稳定风险等方面深化派出所主防警务机制建设,实现公安工作的高质量发展,更好地服务于党和国家工作大局。

“The main defense of police stations”occupies a strategic and fundamental position in the reform of the police service mechanism of public security organs.It is necessary to strengthen the concept of main defense,implement the responsibility of main defense,improve the execution ability of police stations,and play a supporting role for the entire police force.This is a necessary requirement for the smooth command and efficient operation of public security organs,and is also the key to the modernization of Chinese style grassroots policing.Based on the practical exploration of grassroots public security police stations in the reform of the main prevention and control mechanism,it is found that there are still problems in the current reform of the main prevention and control mechanism of police stations,such as the mismatch between work goals and support guarantees,the mismatch between collaborative governance mechanism and work status,and the mismatch between police officers'ideological concepts and main prevention and control concepts.It is recommended to focus on the main responsibilities and businesses of police stations and comprehensively improve the efficiency of grassroots policing;Focusing on information empowerment,strengthening police support and guarantee throughout the entire chain;Deepen the construction of the police station's main prevention and enforcement mechanism in terms of focusing on risks and hidden dangers,resolving social stability risks throughout the process,and achieving high-quality development of public security work,better serving the overall work of the Party and the state.
