中国与东盟国家加强执法能力建设合作路径探析

An Analysis of the Cooperation Path between China and ASEAN Countries in Strengthening Law Enforcement Capacity Building

加强国际执法安全合作,有效控制和打击跨国犯罪,是各国在经济全球化时代的必然选择。中国视东盟为周边外交优先方向和高质量共建“一带一路”重点地区,双方已经连续3年互为最大贸易伙伴。中国与东盟各国执法部门携手并进,不断深化各领域务实合作,为促进地区和平、稳定与繁荣发挥了积极作用,树立了区域性执法安全合作的典范。执法能力建设合作作为执法安全合作的重要组成部分,具有基础性、前瞻性、先导性作用,同时也受到合作双方主客观差异和外部干扰因素的影响。本文在双方已有合作框架和实践基础上,通过分析制约因素,力图探索中国与东盟国家加强执法能力建设合作的有效路径。

Strengthening international law enforcement and security cooperation,effectively controlling and combating transnational crime,is an inevitable choice for all countries in the era of economic globalization.China regards ASEAN as a diplomatic priority for its neighbors and a key area for high-quality joint construction of the"the Belt and Road".The two sides have been the largest trading partner of each other for three consecutive years.China and law enforcement agencies of ASEAN countries have worked hand in hand to continuously deepen practical cooperation in various fields,playing a positive role in promoting regional peace,stability,and prosperity,and setting a model for regional law enforcement and security cooperation.Law enforcement capacity building cooperation,as an important component of law enforcement security cooperation,has a fundamental,forward-looking,and leading role,and is also influenced by subjective and objective differences between the two parties and external interference factors.Based on the existing cooperation framework and practical experience of both sides,this article aims to explore effective paths for China and ASEAN countries to strengthen their cooperation in law enforcement capacity building by analyzing constraints.
