新时代公安信访法治化治理的困境及其破解

The Dilemma and Solution of Legal Governance of Public Security Petitions in the New Era

国家治理现代化进程中,公安信访法治化治理具有鲜明的时代意蕴和独特的社会作用。溯寻公安信访法治化治理的因由,需要从历史和现实双重维度予以价值审思。从治理场域看,公安信访法治化治理面临着诸多掣肘因素,影响公安信访工作的有序运行,亟需廓清并破除。研究表明,公安信访法治化治理应从法治意识、工作机制、法定职责、法治宣传等维度,完善法治信访运行机制,不断提升公安信访治理的制度化、规范化水平。

In the process of modernization of national governance,the rule of law governance of public security petitions has distinct historical significance and unique social role.Tracing the reasons for the rule of law governance in public security petitions requires value analysis from both historical and practical dimensions.From the perspective of governance field,the rule of law governance of public security petition faces many constraints,which affect the orderly operation of public security petition work and urgently need to be clarified and eliminated.Research has shown that the rule of law governance of public security petitions should be improved from the dimensions of rule of law awareness,work mechanisms,legal responsibilities,and rule of law propaganda,and continuously enhance the institutionalization and standardization level of public security petitions governance.
