党建引领下新疆构建共建共治共享社会治理新格局的思考

Thinking on Building a New Pattern of Co-construction,Co-governance and Shared Social Governance in Xinjiang under the Guidance of Party Building

习近平总书记指出,一个国家治理体系和治理能力的现代化水平很大程度上体现在基层。近年来,新疆各地政府充分发挥基层党组织的战斗堡垒作用,不断破解治理中的“疑难杂症”,治理面貌焕然一新,但推进过程中不可避免地面临干部队伍建设不完善、基层治理能力有待提升、社会参与结构单一、制度体系不健全等问题。为更好地将党组织的各种优势转化为治理效能,提出以思想引领凝聚价值共识、以能力引领强化治理力量、以服务引领提升群众满意度、以政治引领打造多元主体参与的治理新格局、以制度引领完善共建共治共享的制度体系,为形成党建引领下新疆基层共建共治共享的社会治理新格局建言献策。

In recent years,governments in Xinjiang have given full play to the role of grass-roots party organizations as fighting bastions,constantly cracked the“difficult problems”in governance,and governance has taken on a new look.However,in the process of promotion,problems such as imperfect construction of cadres,unitary governance capacity at the grass-roots level to be improved,unitary social participation structure,and incomplete institutional system are unavoidable.In order to better transform the advantages of the party organization into governance efficiency,it is proposed to gather value consensus with ideological guidance;Leading and strengthening the governance force with ability;Improve the satisfaction of the masses by leading the service;Building a new pattern of governance with the participation of multiple entities under the guidance of politics;Improve the system of co-construction,co-governance and sharing with the guidance of the system,and make suggestions for forming a new social governance pattern of co-construction,co-governance and sharing at the grassroots level in Xinjiang under the guidance of Party building.
