基于共建共治共享的新时代城区治安治理路径创新研究

Innovative Research on the Path of Public Security Governance in Urban Areas in the New Era Based on Co-construction,Co-governance,and Sharing

党的二十大报告指出“要健全共建共治共享的社会治理制度”,为新时代城区治安治理实践指明了一条中国道路。以共建共治共享理念为指导,系统总结国内外社区治理的理论、做法与经验,深入分析当前城市社区治安治理存在传统城市社区生活共同体解组、高速发展催生社会失范现象、基层治安组织空心化等问题的主要特征、成因,探索基于共建共治共享理念的城市社区治安治理的法制、体制、机制方法创新的路径。

The report of the 20th National Congress of the Communist Party of China pointed out the need to improve the social governance system of co-construction,co-governance,and sharing,which has pointed out a Chinese path for the practice of urban public security governance in the new era.Guided by the concept of co-construction,co-governance,and sharing,this study systematically summarizes the theories,practices,and experiences of community governance at home and abroad.It deeply analyzes the main characteristics and causes of the current urban community public security governance,including the disintegration of traditional urban community living communities,the phenomenon of rapid development leading to social misconduct,and the hollowing out of grassroots public security organizations.It explores the legal,institutional,and institutional framework of urban community public security governance based on the concept of co-construction,co-governance,and sharing the path of mechanism and method innovation.
