打击跨境电信网络诈骗犯罪警务合作机制研究

Research on Police Cooperation Mechanism of Crackdown on Cross-border Telecom and Cyber Fraud

跨境电信网络诈骗犯罪已经成为影响社会稳定、损害人民群众合法权益的严重犯罪类型。近年来,随着国际警务合作的不断深化,对于这一类型犯罪的打击力度逐步增大。从警务合作机制的角度,分析当前我国跨境电信网络诈骗犯罪的形势和警务合作机制的现状,梳理当前机制存在的不足,从联合打击、区块链技术、情报共享、反诈宣传及人才共育五个维度,探讨打击跨境电信网络诈骗犯罪警务合作机制的途径。

Cross-border telecom and cyber fraud has become a serious type of crime that affects social stability and damages the legitimate rights and interests of the people.In recent years,with the continuous deepening of international police cooperation,crackdown has gradually increased.This paper analyzes the current situation of the cross-border telecom and cyber fraud and police cooperation mechanism to sort out the deficiencies in the current mechanism from the perspective of police cooperation mechanism.This article proposes approaches to combat telecom and cyber fraud from five dimensions:joint cooperation,block-chain technology,intelligence sharing,anti-fraud publicity and talent co-education.
