第三方警务视角下流动人口多元共治模式研究

Research on Floating Population Governance from the Perspective of Third-Party Policing

第三方警务理论是警务社会化的重要产物,对完善社会治安治理具有一定的借鉴意义。当前我国流动人口总数占比大,其在社会融入和权益保障等方面的需求不断增加,有限的政府资源已难以有效应对激增的社会问题,亟需思考创新路径。在第三方警务理论基础上,探究多元主体参与,通过合作等方式实现共同治理的流动人口治理模式,有利于我国流动人口治理体系建设工作。

Third-party policing theory is an important product of the police socialization and is of referential value for improving social security governance.At present,the total number of floating population in China accounts for a large proportion,and it calls for an increasing demand for social integration and rights protection.Limited government resources can hardly cope with social problems effectively,so it is urgent to think about the innovation paths.On the basis of the third-party police theory,the paper proposes to explore the floating population governance model with multiple-subjects participation,and cooperate in governance.It is beneficial for the construction of floating population governance system.
