摘要
我国正在全面步入高铁时代,现已拥有全世界最强大的高铁基础设施网络,但发展往往与危机并存,国内外反恐形势依然严峻,相关高铁站点及沿线遭受恐怖主义袭击的风险仍然存在。通过对近年来我国铁路系统遭受恐怖袭击活动分析出犯罪趋势,针对公安机关各部门之间的协作壁垒、高铁安全防范力量薄弱、高铁工作人员反恐防范能力的不足等问题,提出弹性安排警力、科学高铁规划设计、试点差异分流的安检模式等,有效提升高铁反恐防范能力的建议。
China is stepping into the era of high-speed rail in an all-round way and now has the strongest high-speed rail infrastructure network in the world.However,development often coexists with crises.The counter-terrorism situation at home and abroad is still severe,and the risk of terrorist attacks at relevant high-speed rail stations and along the routes still exists.Criminal trends will be analyzed on the basis of terrorist attacks in the railway system in China in recent years.In view of the public security organ barriers to collaboration between departments and weakness of high-speed rail security protection,we put forward the flexible arrangement of police forces,scientifically plan and design the high-speed rail,experiment security mode of difference bypass.Suggestions have been made to efficiently improve the capacity of anti-terrorism and preventive capacity in high-speed railway protection.
