新型电力系统中抽水蓄能功能定位与价格形成机制研究

摘要 储能作为新型电力系统的重要技术和基础装备,在系统安全调节中发挥着不可替代的重要作用。作为典型的电网侧储能,抽水蓄能协助电力调度机构向电网提供电力辅助服务,其主要参与辅助服务中长期市场并采用年租赁运营模式,执行“容量电价+电量电价”的两部制电价政策。应基于抽水蓄能服务于电力系统安全调节这一基本定位,进一步明确辅助服务中长期市场和辅助服务即期市场,建立完善相应的市场准入标准及价格机制,同时加强辅助服务中长期市场储能设施建设统筹规划,促进行业健康可持续发展。 As an important technology and basic equipment of the new power system,energy storage plays an irreplaceable and important role in the safety regulation of the system.As a typical grid-side energy storage,pumped hydro storage assists power dispatching agencies to provide power auxiliary services to the power grid,which mainly participates in the medium and long-term market of ancillary services and adopts an annual lease operation model,and implements the two-part electricity price policy of“capacity price+electricity price”.Based on the basic positioning of pumped storage serving the safety regulation of the power system,the medium and long-term market of auxiliary services and the spot market of auxiliary services should be further clarified,the corresponding market access standards and price mechanisms should be established and improved,and the overall planning of the construction of energy storage facilities in the medium and long-term market of auxiliary services should be strengthened to promote the healthy and sustainable development of the industry.
