着力优化创新政策环境 助力医药产业高质量发展——我国药品研发创新态势分析及思考

Focus on Optimizing the Innovation Policy Environment to Support the High-Quality Development of the Pharmaceutical Industry——Analysis and thinking on the situation of drug R&D innovation in China

为进一步优化我国药品研发创新环境,打通制约新药研发的卡点堵点,更好实现医药产业的高质量发展和创新药的高质量供给,本文分别从政策环境、研发投入和新药获批3个维度对我国药品研发创新态势进行分析,并针对我国药品研发创新方面存在的挑战提出相应政策建议。研究发现,尽管我国药品研发创新取得长足进展,但在研发投入力度、研发创新水平、研发成果转化率等方面还面临诸多挑战。鉴于此,应加大对生命科学领域基础研究投入、完善科研成果转化政策体系、探索建立创新为导向的药品价格形成机制、持续强化企业的创新主体地位。

In order to further optimize the innovation environment for drug research and development in China,overcome the obstacles and bottlenecks that restrict the research and development of new drugs,and better achieve the high-quality development of the pharmaceutical industry and the high-quality supply of innovative drugs,this article analyzes the situation of drug R&D innovation in China from three dimensions:policy environment,R&D investment and new drug approval,and corresponding policy suggestions are put forward in view of the existing problems in China’s drug R&D innovation.The study found that although China had made great progress in drug R&D innovation,it still faces many challenges in terms of R&D investment,R&D innovation level,and R&D results conversion rate.This study suggests that continuously increase the investment in basic research in the field of life sciences,improve the policy system for the transformation of scientific research results,establish an innovation-oriented drug price formation mechanism,and continue to strengthen the principal position of enterprises in innovation.
