Accelerate the Digital and Intelligent Transformation of SMEs:Practical Requirements and Promotion Pathways

中小企业作为经济体系中最活跃、最具创新精神的组成部分,其数智化转型进程对企业自身生存与发展至关重要,同时也在整个经济体系的创新与活力中扮演着至关重要的角色。我国政府相继发布了《中小企业数字化赋能专项行动方案》《中小企业数字化水平评测指标(2022年版)》以及《中小企业数字化转型指南》等一系列政策举措,旨在推动中小企业数字化转型试点工作,不仅有助于指导和规范中小企业的数字化转型进程,也为其提供了具体的政策支持和指导。本文通过分析中小企业数智化转型实际,结合我国现阶段对中小企业数智化转型的相关政策,梳理我国加快中小企业数智化转型现状,指出我国中小企业数智化转型面临“不愿转、不会转、不敢转、不能转”的挑战。基于此,应加强政策支持与资源配置、优化行业需求与成本控制、提升基础设施与数据安全、培养人才与更新观念。

As the most dynamic and innovative part of the economic system,the digital and intelligent transformation of SMEs is crucial for their own survival and development,and plays a vital role in the innovation and vitality of the entire economic system.The Chinese government has successively issued a series of policy measures,including the“Special Action Plan for Digital Empowerment of SMEs,”“Digitalization Level Evaluation Indicators for SMEs(2022 Edition),”and the"Guide to Digital Transformation of SMEs,"aiming to promote pilot work for the digital transformation of SMEs.These measures not only help guide and standardize the digital transformation process of SMEs but also provide specific policy support and guidance.This paper analyzes the actual situation of the digital and intelligent transformation of SMEs,combines the relevant policies on the digital and intelligent transformation of SMEs in the current stage of China,and sorts out the current status of China’s acceleration of SMEs’digital and intelligent transformation.It points out the challenges faced by China’s SMEs in digital and intelligent transformation,which are“unwilling to transform,unable to transform,afraid to transform,and unable to transform.”Based on this,it is necessary to strengthen policy support and resource allocation,optimize industry demand and cost control,improve infrastructure and data security,and cultivate talents and update concepts.
