当前我国粮食安全面临的挑战及对策研究

Research on Current Challenges and Countermeasures Facing China’s Food Security

粮食安全问题事关社会稳定。本文通过分析我国粮食安全的保障逻辑起点及其取得的成就,发现我国粮食安全面临资源环境约束趋紧、粮食持续增产压力增大、农业科技支撑力度有待加强、粮食生产成本上涨、粮食流通体系不够畅通及粮食贸易不确定性增加等挑战。新时代我国粮食安全保障应从筑牢粮食安全的底线与防线、加强耕地保护与质量建设、提升农户种粮积极性、加大财政及金融支农力度、畅通粮食流通体系、提升粮食进口及来源通道的控制力等方面予以完善。

Since the issue of food security concerns social stability,this paper finds that China’s food security faces challenges of tightening resource and environmental constraints,increasing pressure to continue increasing grain production,the need to strengthen agricultural science and technology support,rising food production costs,inadequate grain circulation systems,with increasing uncertainty about food trade by analyzing the logical starting point of China’s food security guarantee and its achievements etc..In the new era,China’s food security should be improved in terms of establishing a firm bottom line and line of defense for food security,strengthening arable land protection and quality construction,increasing farmers’enthusiasm in grain growth,increasing fiscal and financial support for agriculture,unblocking the food circulation system,improving control over food import and source channels.
