我国再生资源产业发展成效、挑战与进路

The Development Achievements,Challenges,and Approaches of China’s Renewable Resources Industry

再生资源具有促进资源节约集约高效利用、减少二氧化碳排放的双重属性,是我国实现资源节约集约、绿色低碳发展的重要领域。近年来,我国再生资源行业发展取得积极成效,资源利用效率显著提高。但其所面临的再生资源价格竞争力不强、企业规模普遍偏小、回收利用率较低、回收场地空间规划不合理等问题不容忽视。未来,随着资源供应压力的不断增加以及环保意识的提高,我国再生资源行业发展将迎来新的契机。据此,提出增强再生资源价格竞争力、加强产业上下游协同发展、多措并举提升再生资源需求、加强回收行业国土空间规划等政策建议,促进再生资源回收利用行业持续发展。

Renewable resources have dual attributes of promoting resource conservation,intensive and efficient utilization,and reducing carbon dioxide emissions.They are important areas for China to achieve resource conservation,intensive and green low-carbon development.In recent years,the development of China’s renewable resources industry has achieved positive results,and the efficiency of resource utilization has significantly improved.However,problems it faces,such as weak competitiveness in renewable resource prices,generally small enterprise scale,low recycling and utilization rates,and unreasonable spatial planning of recycling sites,cannot be ignored.In the future,with the increasing pressure of resource supply and the improvement of environmental awareness,the development of China’s renewable resources industry will usher in new opportunities.Based on this,policy recommendations are proposed to enhance the competi-tiveness of renewable resource prices,strengthen the coordinated development of upstream and downstream industries,take multiple measures to increase the demand for renewable resources,and strengthen the national spatial planning of the recycling industry,in order to promote the sustainable development of the recycling and utilization industry of renewable resources.
