发展方式绿色转型的关键问题及政策建议

The Key Problems and Countermeasures of Green Transformation of Development Mode

发展方式的绿色转型主要包含发展方式绿色化、发展方式低碳化、促进生产力的提升以及发展质量的高端化四个方面。自改革开放以来,我国绿色发展取得众多成就,绿色政策也取得长足进步,绿色发展促进现代经济体系的转型升级。然而,发展方式绿色转型仍存在绿色转型与发展安全的统筹亟须改进、绿色转型先立后破实现困难、绿色生活方式尚未形成、绿色发展促进经济增长路径尚未完全打通等问题。新发展格局下,我国应从调整优化产业、能源及交通运输结构、实施全面节约战略、完善支持绿色发展政策体系、加快节能降碳先进技术研发和推广应用、健全资源环境要素市场化配置体系、推动形成绿色低碳的生产方式和生活方式等方面,加快推动我国经济社会发展方式绿色转型。

The green transformation of development mode mainly includes four aspects:green development mode,low carbonization development mode,promotion of productivity and high-end development quality.Since the reform and opening up,China's green development has made many achievements,green policy has also made great progress,green development promotes the transformation and upgrading of modern economic system.However,there are still many problems in the green transformation of the development mode,such as the urgent need to improve the overall coordination of green transformation and development security,the difficulty of green transformation to achieve first standing and then breaking,the green lifestyle has not yet formed,and the path of green development to promote economic growth has not been completely opened up.Under the new development pattern,China should accelerate the green transformation of China's economic and social development mode from adjusting and optimizing the structure of industry,energy and transportation,implementing a comprehensive conservation strategy,improving the policy system supporting green development,accelerating the research and development and promotion of advanced technologies for energy conservation and carbon reduction,improving the market-oriented allocation system of resources and environmental factors,and promoting the formation of green and low-carbon production and lifestyle.
