网约工劳动权益保障量化评估研究——基于FAHP法对外卖骑手劳动权益保障的分析 被引量:1

摘要 在共享经济繁荣发展的当下,切实保障网约工的劳动权益能够有效推动平台经济的健康发展,实现平台利益与网约工权益的平衡。本文以外卖骑手为例,结合德尔菲法构建外卖平台骑手的劳动权益保障水平评价体系,并选取外卖平台A和外卖平台B作为实证研究对象,采用模糊层次综合评价法(FAHP)对骑手的劳动权益保障水平进行量化评估。结果表明:模糊层次综合评价法(FAHP)对于我国网约工劳动权益保障水平的评估准确有效。基于此,应加强对平台算法技术的监督工作,完善我国《劳动法》等相关法律法规,完善网约工社会保障制度。 In the current era of prosperous development of the sharing economy,effectively safeguarding the labor rights and interests of online contract workers can effectively promote the healthy development of the platform economy and achieve a balance between platform interests and the rights of online contract workers.Taking takeaway riders as an example,this study constructed an evaluation system for the level of labor rights and interests protection of takeaway platform riders in combination with the Delphi method,selected takeaway platform A and takeaway platform B as the empirical research objects,and used the fuzzy analytic hierarchy process(FAHP)to quantitatively evaluate the level of labor rights and interests protection of riders.The results indicated that the Fuzzy Analytic Hierarchy Process(FAHP)method was accurate and effective in evaluating the level of labor rights protection for online contract workers in China.Based on this,it is necessary to strengthen the supervision of platform algorithm technology,improve relevant laws and regulations such as China's Labor Law,and improve the social security system for online employment.
