我国经济高质量发展中的二三产业协调融合问题研究

Research on the Coordination and Integration of Secondary and Tertiary Industries in the High-quality Development of China’s Economy

如何统筹协调二三产业,促进制造业和服务业协同发展,对我国经济可持续高质量发展具有重要意义。本文对二三产业统筹协调发展做出了新定义,并考察2010-2020年产业结构变动对中国经济高质量发展的影响,构建经济高质量发展综合指数,运用中国城市面板数据进行实证检验。研究结果表明:产业结构变动对经济高质量发展有着正向影响,二三产业协调发展能为我国的经济高质量发展带来“结构性红利”,但在不同地区、不同行政等级的城市间存在异质性。因此,需要推进产业融合来推动二三产业统筹协调,各地区应因地制宜制定产业政策,加强地区产业发展的融通协作,促进要素合理流动,使得二三产业维持在合理比例,协同并进,实现经济高质量发展。

How to coordinate secondary and tertiary industries and promote the synergistic development of manufacturing and service industries is important for the sustainable and high-quality development of China’s economy.This paper provides a new definition of the coordinated development of the secondary and tertiary industries,examines the impact of industrial structure changes on China’s high-quality economic development from 2010 to 2020,constructs a comprehensive index of high-quality economic development,and conducts an empirical test using Chinese urban panel data.The results show that industrial structure changes have a positive impact on high-quality economic development,and the coordinated development of secondary and tertiary industries can bring"structural dividends"to China’s high-quality economic development,but there is heterogeneity among cities in different regions and administrative levels.Therefore,it is necessary to promote industrial integration to promote the coordination of secondary and tertiary industries,and each region should formulate industrial policies according to local conditions,strengthen the integration and collaboration of regional industrial development,and promote the reasonable flow of factors,so that the secondary and tertiary industries can maintain a reasonable ratio and progress together to achieve high quality economic development.
