The Growth Effect of New Rural Pension Scheme on Outpatient Care Utilization

近年来,随着新农保覆盖的人群越来越多,其带来的经济和社会影响也越来越大,学术界对此应该引起足够的重视。在此背景下,本文利用2011-2018年中国健康与养老追踪调查数据,研究新农保对农村居民门诊医疗服务利用效果的影响及作用途径。结果表明:参加新农保具有提高农村居民门诊医疗服务利用的效果;根据估计结果,参加新农保能将农村居民使用门诊医疗服务的概率提高1个百分点,这一效果相当于农村居民平均门诊就诊率的5%,具有显著的经济意义。机制分析表明:新农保可以通过影响参保者的家庭收入和健康偏好,对农村居民门诊医疗服务产生作用。本文的研究旨在为新时代提高农村居民健康水平,推动实施健康中国战略提供参考。

In recent years,with the increase in the people covered by New Rural Pension Scheme,its impact on economy and society will be greater.This phenomenon should be paid enough attention by scholor.Thus,this paper estimates the causal effect of the New Rural Pension Scheme(NRPS)on rural residents'outpatient care utilization and its mechanism,by using the 2011-2018 China Health and Retirement Longitudinal Study(CHARLS)data.Results indicate that significantly positive association between the NRPS and the outpatient care utilization of rural resident.Specifically,NRPS leads to the probability that rural resident choose to use outpatientcare increases by 1%.This is equivalent to 5%of the proportion outpatient care utilization of rural areas.Mechanism analysis suggests that the NRPS significantly increase rural households'income and improve their health preference levels,and thus increase the outpatientcare utilization.In the new stage of development,this paper provides inspiration for improving the health level of rural resident and the realisation of healthy China strategy.
