医疗服务价格改革对公立医院收入结构影响研究——以青岛市公立医院改革为例

Research on the Impact of Medical Service Price Reform on the Income Structure of Public Hospitals——Take the Public Hospital Reform in Qingdao as an Example

近年来,我国公立医院医疗服务价格改革不断深入。为总结评价医疗服务价格改革的成效,本文以青岛市公立医院为研究对象,运用结构变动度分析法及灰色关联法,针对青岛某公立医院,探讨医疗服务价格改革对其2014-2020年的医疗收入结构的作用。结果显示:医疗服务价格改革确实具有积极作用,通过取消药品耗材加成,调整医疗服务价格改革后,优化了医院的收入结构,医院人员劳务价值得以更大的发挥,效果十分显著。本文进一步提出加快推进医疗、医保和医药等联动改革,推进药品耗材集中带量采购改革,通过挤压药品耗材水分、调整医疗服务价格、医保支付跟进衔接等多种措施,进一步理顺医疗服务价格关系,让医务人员的劳务发挥更大作用,促使医院收入结构朝着更优化的方向发展。

In recent years,the reform of medical service price in public hospitals in China has been deepening.In order to summarize and evaluate the effect of medical service price reform,this paper takes Qingdao public hospitals as the research object,uses structural change analysis method and grey correlation method to analyze the medical income structure of a hospital in Qingdao from 2014 to 2020,and discusses the impact of medical service price reform on the hospital income structure.The results showed that the medical income structure of hospital was optimized and the labor value of medical staff was reflected after canceling the drug addition and adjusting the medical service price reform,and the reform achieved obvious effects.This article further proposes a variety of measures,including speeding up the joint reform of medical,medical insurance and medicine,promoting the reform of centralized procurement of pharmaceutical consumables,By squeezing the unreal part of pharmaceutical consumables,adjusting the price of medical services,and following up on medical insurance payments.These measures are conducive to further straightening out the price relationship of medical services,allowing the labor services of medical staff to play a greater role,and promoting the development of the hospital’s income structure in a more optimized direction.
