社会资本参与老旧小区改造的价值导向与市场机制研究 被引量:22

摘要 加速老旧小区改造是一项重要的国家民生工程、发展工程。我国老旧小区改造量大面广,面临极大的资金缺口,迫切需要理顺各种机制,引导社会资本有序参与老旧小区改造。本文深入分析了当前老旧小区改造存在的关联主体众多、社会力量投资回报不稳、相关政策支持不足等问题,提出以"城市有机更新"为战略定位,坚持"微利可持续"的价值导向,破解社会资本参与老旧小区改造的政策障碍,创新组织化、金融化、市场化运行机制,全面推进老旧小区改造提量增速强质工程。 Accelerating the renovation of old communities is an important national project for people’s livelihood and development.It is urgent to rationalize various mechanisms and guide social capital to participate in the renovation of old communities in an orderly manner.This paper analyzes the problems that exist in the renovation of old communities,such as the large number of related subjects,the unstable investment return of social forces,and the insufficient support of related policies,and proposes to take"urban organic renovation"as the strategic positioning and adhere to the value orientation of"micro-profit sustainability"to solve the problem of social capital participation in the renovation of old communities.It is proposed to break the policy barriers for social capital to participate in the renovation of old communities,innovate the organized,financial and market-oriented operation mechanism,and comprehensively promote the quantity,speed and quality of the project.
