我国蔬菜价格波动特征及调控建议

The Characteristics of Vegetable Price Fluctuation in China and its Regulation Suggestions

蔬菜是我国"菜篮子"工程重要商品,其保供稳价工作历来受国家及地方政府高度重视。在蔬菜产业新旧发展规划交替关口,系统分析我国蔬菜价格波动特征、原因及以往保供稳价政策实施效果,对完善蔬菜产业扶持政策、增强市场有效供给、稳定市场价格波动等方面具有重要意义。本文归纳分析了近二十年来我国蔬菜价格年际趋涨性、年内季节性(周期性)、灾害天气等突发事件期间异动性特征及其原因。同时,结合政策成效和实际案例,梳理总结我国蔬菜保供稳价措施,及其在实现生产供应由短缺向总量充足转变、调节季节性矛盾和区域性矛盾、缓解市场短期异常波动中的实施效果。最后,针对当前我国蔬菜产业存在的突出问题,提出了以推动蔬菜产业高质量发展为主线、完善顶层设计、夯实生产流通基础设施建设、提升信息技术服务保障能力等建议。

Vegetable,whose supply and price stability work has always been highly valued by the national and local governments,is one of the important commodity of the China’s Vegetable-Basket Project.At the intersection of new and old development project of vegetable industry,it is important to systematically analyze the characteristics and causes of our vegetable price fluctuation and the implementation effect of the previous policies of ensuring supply and stabilizing price,which is also of great significance to improve the supporting policies of vegetable industry,enhance the effective market supply and stabilize price fluctuation.This paper summarizes and analyzes the characteristics and causes of vegetable price fluctuation in recent 20 years,such as the inter-annual trend of rising,seasonality(periodicity)within the year,abnormal fluctuation during weather disasters and other emergencies.At the same time,combining with the policy results and actual cases,this paper summarizes the measures to ensure supply and stabilize price of vegetable in China,and their implementation effect in realizing the transformation of production and supply from shortage to sufficiency,adjusting seasonal and regional contradictions and alleviating the short-term abnormal market fluctuation.Finally,aiming at the prominent problems in vegetable industry,some suggestions are put forward,such as promoting the high-quality development of vegetable industry as the main line,improving the top-level design,consolidating the infrastructure construction of production and circulation,and improving the capacity of information technology services.
