国外农村养老保险模式比较及对我国的启示

Comparison of foreign rural endowment insurance mode and its enlightenment to China

健全多层次养老保险体系,是积极应对人口老龄化、促进养老保险制度可持续发展的重要举措。本文比较分析国外农村养老保险模式,研究发现:国外养老保险制度主要有三类,即统一制度型不分城乡的养老保险、专门型农民养老保险、统分结合型农民养老保险;多数国家实行的是不分城乡的养老保险制度,只有少数国家特地为农村居民建立养老保险制度,而且城市和农村之间的差别小,不分城乡的养老保险制度在一定程度上也显示出养老保险的普遍规律。本文对其进行比较研究旨在为健全完善我国多层次的养老保险体系提供借鉴。

Improving the multi-level endowment insurance system is an important measure to actively deal with the aging population and promote the sustainable development of the old-age insurance system.In this paper analyzes the foreign rural endowment insurance model,the study found that there are three maintypes:foreign endowment insurance system,specialized farmer endowment insurance,combining urban and rural endowment insurance;only a few countries establish endowment insurance system for rural residents,and the difference between urban and rural areas also shows the general law of endowment insurance.This paper aims to provide reference for the multi-level endowment insurance system.
