城市公立医院取消医用耗材加成改革效应评价研究——以陕西省50家医院为调查样本

Evaluation of the reform effect of canceling the addition of medical consumables in urban public hospitals——Take 50 hospitals in Shaanxi Province as survey samples

全面取消医用耗材加成政策,同步调整部分医疗服务价格,是废除"以材养医"补偿旧机制的一项重要价格改革措施,对于降低医疗成本和患者负担、建立公立医院补偿新机制具有重要意义。本文通过选取陕西省50家城市公立医院为调查样本,合理剔除新冠疫情的非正常影响因素,分析研判后得出的评估结果表明:政策措施出台平稳落地,患者用材费用降低,医院收入有所增长,建立起新的补偿机制。建议在"十四五"时期,建立健全医疗服务价格动态调整机制,科学构建医疗服务成本监测、评审、评估制度,加快建立城乡一体化的分级诊疗制度。

The complete cancellation of the medical consumables bonus policy and the simultaneous adjustment of the prices of some medical services are an important price reform measure to abolish the old compensation mechanism of"providing doctors with aptitude".It is an important price reform measure for reducing medical costs and patient burdens,and establishing a new compensation mechanism for public hospitals.It is of great significance.This article selects 50 urban public hospitals in Shaanxi Province as the survey sample,reasonably eliminates the abnormal factors of the new crown epidemic,and the evaluation results obtained after analysis and judgment show that the policy measures have been introduced steadily,the cost of materials used by patients has been reduced,and the income of hospitals has increased.,To establish a new compensation mechanism.It is recommended that during the"14 th Five-Year Plan"period,establish and improve a dynamic adjustment mechanism for medical service prices,scientifically construct a system for monitoring,review,and evaluation of medical service costs,and speed up the establishment of a hierarchical diagnosis and treatment system that integrates urban and rural areas.
