我国养老保险转接政策改革对农民工参保福利的效应研究——以成都、深圳间流动为例

Research on the Effect of my country’s Pension Insurance Switching Policy Reform on Migrant Workers’ Welfare Participation——Take the flow between Chengdu and Shenzhen as an example

对于经常流动务工的农民工群体来说,养老保险转接政策改革具有特别的意义,大大提高了其养老保障水平。本文利用保险精算的原理,设定了几种典型的农民工流动模式,对其在改革前后的净参保收益率进行了计算和对比研究。主要的研究结论是:第一,在传统养老保险制度体系下,当农民工流动时其养老保险账户存在着巨大的流动性损失;第二,养老保险新政从制度的整合效应、账户的转移效应和制度的衔接效应上来看,都明显提高了农民工参保福利,其积极作用值得肯定。

For the migrant workers who often migrate,the reform of the old-age insurance switching policy is of special significance,which greatly improves the level of their old-age security.This article uses the principle of actuarial insurance to set up several typical migrant workers’mobility patterns,and calculates and compares their net insured rate of return before and after the reform.The main research conclusions are:First,under the old pension insurance system,when migrant workers move,there is a huge liquidity loss in their pension insurance accounts;second,the integration effect of the new pension insurance policy from the system and the transfer effect of the account From the point of view of the linkage effect with the system,both have greatly improved the insurance benefits of migrant workers,and its positive effect is worthy of recognition.
