着力解决发展瓶颈问题 力促小麦生产再上台阶——河南省小麦生产调研报告

Efforts to Solve the Stagnate Problem of Development, and Strive to Promote Wheat Production to a Higher Level——Henan Province wheat production survey report

河南省是小麦生产大省。巩固和发展河南粮食生产核心区,对确保我国口粮绝对安全至关重要。为深入了解当前小麦生产发展情况,中国国际经济交流中心课题组于2020年10月赴河南省实地调研,认为近期河南小麦生产总体平稳,小麦生产连创新高,市场价格稳中有升,产销两旺。小麦作为口粮要基本实现国内自给,为满足至人口峰值期及消费结构升级对小麦增长的需求,河南未来10-15年要力争小麦生产再上新台阶。但是,小麦连年增产后已进入发展平台期,再上新台阶面临着诸多制约因素,包括高标准农田建设标准不高、良种研发力量分散、种粮比较效益低下、品种结构矛盾突出等,本文就此提出采取新思路、新举措,促进小麦生产跨上新台阶,为确保国家粮食安全作出新贡献。

Henan Province is a major wheat-producing province.Consolidating and developing Henan’s grain production core areas is of vital importance to ensure absolute food security in China.To gain an in-depth understanding of the current development of wheat production,the research team of the China International Economic Exchange Center went to Henan Province for field investigation in October 2020.The research group believes that wheat production in Henan has been generally stable recently,wheat production has hit new highs continuously,market prices have risen steadily,and both production and sales are booming.Wheat must achieve domestic self-sufficiency.To meet the demand for wheat growth during the peak period of the population and the upgrading of the consumption structure,Henan will strive to achieve a new level of wheat production in the next 10-15 years.However,wheat has entered a period of stagnant development after successive increases in production,and it faces many constraints in reaching a new level,including low standards for high-standard farmland construction,scattered research and development forces,low comparative benefits of crops,and prominent contradictions in the various structure.This article proposes to adopt new ideas and measures to promote wheat production to a new level and make new contributions to ensuring national food security.
