摘要
电力市场结算机制设计既与各类电力交易产品的市场交易价格和数量有关,还与电力调度管理方式、偏差电量处置机制等密切相关,是目前我国电力现货市场试点建设中遇到的难点问题之一。本文总结国外不同模式电力市场结算机制的经验,分析电力系统安全运行、电力市场电能量交易及其交割的特殊性,揭示了电力现货市场环境下电力市场偏差电量的结算原理;在系统研究各类电力交易与电力调度、电力交割和市场结算之间关系的基础上,提出适用于各类电力市场模式的偏差电量结算公式和电能量市场解耦结算机制,阐释了电力市场电能量交易解耦结算的理论基础,进而厘清了各类电力交易及相关市场主体的结算逻辑关系,有助于促进我国电力市场结算机制设计和规则制定的科学性和规范性,降低我国电力市场结算系统建设成本。
The design of the electricity market settlement mechanism is not only related to the market transaction price and quantity of various electricity trading products, but also closely related to the power dispatch management method and the deviation power handling mechanism. Coupling the theoretical basis of settlement, and then clarifying the settlement logic of various power transactions and related market entities, will help promote the scientific and standardization of the settlement mechanism design and rule-making of China’s power market, and reduce the construction cost of China’s power market settlement system.
