重污染行业产业生态化的环境成本分担机制与路径研究

Industrial Ecology of Heavy Polluting Industries: Research on Environmental Cost Sharing Mechanism and Path

重污染行业走出一条环境友好型发展和可持续发展的"双轨道路",是时代的要求。重污染行业产业生态化要求产业价值链与生态价值链进行融合、行业的经济价值与生态价值统一、产业链与生态链进行有效耦合。而重污染行业产业生态化的环境成本分担机制构建的关键在于理清政府与重污染行业企业间的治污关系、政府对重污染行业企业环境成本控制的干预、重污染行业企业内部管理的环境成本控制、重污染行业企业环境成本分担的组织模式创新四个方面。在此基础上,本文提出从政府部门、行业企业和社会公众三个层面构建重污染行业产业生态化的系统路径。

It is a requirement of the times for the heavily polluting industry to follow a"dual-track road"of environmentally friendly development and sustainable development.Industrial ecologicalization of heavily polluting industries requires the integration of industrial value chains and ecological value chains,the unification of economic value and ecological value of the industry,and the effective coupling of industrial and ecological chains.Based on this relationship,the key to the construction of an environmental cost sharing mechanism for the industrialization of heavy polluting industries is related to four aspects:clarification of the joint relationship between the government and heavy polluting industries,government’s intervention in the environmental cost control of heavy polluting industries,environmental cost control of internal management of enterprises and organizational model innovation for environmental cost sharing of enterprises in heavily polluting industries.On this basis,it is proposed to construct a systematic path for industrial ecology of the heavily polluting industries from three levels:government departments,industrial enterprises and the public.
