摘要
产权份额的科学合理确定是共有产权住房能够高质量发展的关键。共有产权住房模式作为住房保障的创新和发展,不仅实现了住房保障对象覆盖面的扩大,为解决夹心层住房困难问题提供了思路,而且能够最终实现住房所有的美好愿景。本文通过构建基于住房支付能力的共有产权住房产权份额确定模型,分析了不同收入家庭的住房支付能力以及购买共有产权住房的产权比例,同时对政府能够承受的最大产权份额进行测算,最后以江苏省为例实证分析了基于住房支付能力的共有产权住房产权份额比例分配,为地方政府因地制宜,因城施策制定共有产权住房发展政策提供理论指导,实现共有产权住房可持续高质量发展。
The scientific and reasonable determination of the share of property rights is the key to the high quality development of shared ownership housing. As a innovation and new development of housing security, the shared ownership housing model not only realizes the expansion of the coverage of housing security objects, but also provides ideas for solving the housing problems in the sandwich layer, and can finally achieve all the beautiful visions. This paper analyzes the housing affordability ability of different income families and the proportion of property rights of the purchase of shared ownership housing by constructing a model of shareholding property ownership share based on housing affordability ability,and calculates the maximum share of property rights that the government can bear. To provide theoretical guidance for local governments to tailor policies to local conditions and urban development policies to formulate common property housing development policies,and achieve sustainable high-quality development of common property housing.Taking Jiangsu Province as an example, it makes an empirical analysis of the share ratio of property rights of the shared ownership housing based on the ability to pay for housing case assignment.
