健康老龄化视域下“医养结合”模式研究

Research on the Model of "Integration of Medical Care and Nutrition" in the Perspective of Healthy Aging

本文从健康老龄化视域分析地方政府主导的"医养结合"模式实践效果及社会机构主导的"医养结合"模式成效,发现政府推进的"医养结合模式"实践效果较好,获得了制度效应、规模效应、系统效应;机构医养结合模式主要是互惠性效应,养老服务实践中取得一些成果,但是仅产生一些局部效应。在对我国医养结合模式实践效果综合分析的基础上,重点研究了我国"医养结合"养老模式实践中存在的问题及原因,针对突出问题提出了需要在健康老龄化视域下,创新我国的医养结合养老产业服务模式,建立政府、社会与市场协同"医养结合"健康养老产业市场,创立政府兜底结合社会养老和市场养老的倒三角系统模式。

This article analyzes the effect of the "medical integration of medical and nutrition" model led by local governments and the effectiveness of the "medical integration of medical and nutrition" model dominated by social institutions from the perspective of healthy aging. The institutional effects, scale effects, and system effects were obtained;the institutional-medical integration model was mainly a reciprocal effect, and some results were achieved in the practice of elderly care services, but only some local effects were produced. Based on a comprehensive analysis of the practical effects of the combination mode of medical care and nutrition in China, this paper focuses on the problems and causes of the practice of the "medical care and support" pension model in China, and puts forward the need to innovate our country in the perspective of healthy aging for the outstanding problems The service model of the combination of medical care and elderly care industry, the establishment of a government, society and market coordinated "medical care and support" health care industry market, and the establishment of the government’s inverted triangle system model combining social care and market care.
