Education Legislation under the Leadership of the Communist Party of China:Major Achievements and Historical Experience

党领导教育立法经历了萌芽、探索、发展和完善时期。萌芽时期党重视政治教育、普及教育和干部教育,探索时期形成了中小学、高等教育、扫盲教育和语言文字等方面的制度,发展时期我国教育法律体系基本形成,完善时期党加强对教育立法的全面领导。坚持党的领导、问题导向、人民至上和教育优先是党领导教育立法所取得的基本经验。

Education legislation under the leadership of the Communist Party of China has experienced four stages:the sprouting stage,the exploration stage,the development stage and the perfection stage.During the sprouting stage,the Party emphasizes political education,universal education and cadre education.Early system of primary and secondary education,higher education,literacy education and language and writing has formed during the exploration stage.During the development stage,China has basically built the system of educational law and the style of the education legislation under the leadership of the Party.During the perfection stage,the leadership of the Party over education legislation is strengthened.The historical experience consists of upholding the Party's leadership,question-orientation,people first and giving priority to education.
