近年来我国来华留学生教育政策的调整及其成就

The Adjustment and Achievement of the Educational Policy for International Students in China over the Past Years

摘要 《国家中长期教育改革和发展规划纲要(2010—2020年)》实施以来,我国依托“一带一路”“中非命运共同体”等合作倡议,对来华留学生教育政策进行了系列调整,取得了显著成就:生源结构上稳中求进,推动教育国际贸易广覆盖;培养机制上不断优化专业结构,加强跨文化教育;留学待遇方面依托全方位保障增加来华吸引力;管理服务上由“差异化”转向“趋同化”。来华留学生教育政策调整有力地推进了我国高等教育国际化与全球化,提升了参与全球教育治理的能力和地位。当然,来华留学生教育还有很大的发展提升空间,需要处理好规模与质量、结构与特色、公平与效率、管理与治理等关系。 Since the implementation of the"National Medium and Longterm Educational Reform and Development Plan(2010-2020)",China has made a series of adjustments to the educational policy of international students in China based on cooperation initiatives such as the"the Belt and Road Initiatives"and"China-Africa community with a shared future",and has achieved remarkable achievements:in terms of structure of students,steady progress has been made,and wide coverage of international trade in education has been promoted;on the training mechanism,continuously optimize the professional structure and strengthen cross-cultural education;on the treatment of studying abroad relying on all-round guarantee to increase the attractiveness of coming to China;in terms of management,it trasferred from"differentiation"to"convergence".Policy adjustments have effectively promoted the internationalization and globalization of China’s higher education,and enhanced the country’s ability and status to participate in global education governance.Of course,there is still much room for improvement in the development of education for international students in China.The relationship between scale and quality,structure and characteristics,fairness and efficiency,and management and governance need to be handled well.
