改革开放以来我国民办教育法制建设历程与特征

The Legal System Construction Process and Characteristics of China’s Private Education since the Reform and Opening Up

摘要 改革开放以来,我国民办教育法制建设历经初步确立、快速发展、规范修订、分类完善四个阶段,呈现出坚持民办教育依法依规推进改革、完善配套制度体系、积极推进依法治校、重视合法权益保障的鲜明特征,形成了坚持依法治教与改革创新相结合、坚持法律法规和配套政策相结合、坚持依法行政和简政放权相结合的独特经验和启示。 Since the reform and opening up,the legal system construction of private education has experienced four stages,such as preliminary establishment,rapid development,normative revision and classified development.It shows the distinctive features of advancing the reform according to law,improving the supporting policy system,promoting the rule of schools according to law,and paying attention to the protection of legitimate rights and interests.It has formed an unique experience and enlightenment that combines the rule of law with reform and innovation,combines laws,regulations and supporting policies,and combines administration in accordance with the law and streamlining administration and delegating power.
